Capital Projects Dashboard (CPD) Guide - Summary of Key Terms

What is the Capital Projects Dashboard?

The Capital Projects Dashboard (CPD) provides a comprehensive market view of all planned infrastructure spending in one single view with powerful filters such as population, project value, fiscal year, project status, project description, geography, and more. The dashboard will help identify opportunity hot spots, create data-driven forecasts you can be confident in with bottom-up data for the next 5 years of planned infrastructure spend, and uncover true market needs.

Key Terms

Capital Improvement Plan
A Capital Improvement Plan (CIP) contains all the individual capital projects, equipment purchases, and major studies for a public infrastructure owner; in conjunction with construction and completion schedules, and in consort with financing plans. The plan provides a working blueprint for sustaining and improving the community’s infrastructure. It coordinates strategic planning, financial capacity, and physical development. A CIP stands at the epicenter of an infrastructure owner’s Planning, Public Works, and Finance departments.

 

Owner
The name of the infrastructure-owning public entity that published the CIP containing the capital project.

 

Owner Type
The classification of owners based on their governance structure and the services they provide. While cities and counties are the most common types of owners, any public entity that publishes capital projects can be included in a CPD.

 

Population
The total population served by the owner.

 

Document Status
The adoption stage of the CIP. Proposed CIPs are in a draft stage and may be subject to revisions before final publishing. Adopted CIPs are final and will not see additional revisions.

 

Fiscal Year Start Date
The start date of the fiscal year for the owner. CIPs are commonly published around the owner’s fiscal year start date.

 

Last Updated

The latest month and year in which Citylitics edited the CIP.

 

Document Adoption
The current adoption order of the document. If a CIP is the latest adopted document for an owner, the CIP will be classified as “Most Recent”. If a more recent CIP has been adopted for that owner, the CIP will be classified as “Archived”. Upon loading a CPD, the dashboard will default to show only CIPs that are classified as “Most Recent”. This can be altered by selecting “Archived”.

 

Project Title
The given name for a capital project.

 

Project Start Year
The first year that money was been allocated to a capital project.

 

Project Description
A general overview of a capital project. Only included when documented in a CIP.

 

Project Justification
The rationale for a capital project. Only included when documented in a CIP.

 

Industry
The sector of the capital project. Capital project keywords are used to group the projects into different industry categories.

 

Project Status

The current completion stage of the capital project. When available in a CIP, the project status is extracted exactly as is. However, often the project status is not provided and is instead inferred and assigned as one of the following catch-all's:

  • Ongoing - A project that has a project start year prior or equal to the current year.

  • Not Started - A project that has a project start year in the future.

 

Page Number
The file reader page number for a capital project extracted from a PDF formatted CIP. The page number is only provided for capital projects retrieved from PDF files. Opening the hyperlink will direct the user to the location of the capital project within the PDF.

 

Value
The total amount of money allocated for a capital project.

 

Dashboard Features

Project Keyword Search

Entering text into any of the keyword boxes will filter the dashboard by searching for string matches within the Project Title, Project Description, Project Justification, & Project Industry fields. Only capital projects with matching character strings will be returned. Please only use lowercase when using the keyword search boxes.

Regex Search

For more advanced CPD filtering, regular expression queries can be entered into the Regex Search to filter the dashboard based on matching values contained in the Project Title, Project Description, Project Justification, & Project Industry fields. Please only use lowercase when using the Regex Search. Owner & Document Data Table

Provides a summary breakdown of the total number and total value of projects across different segments. The table defaults to grouping the projects together by owner. Select the drill-down arrows provided at the top to change the segments reflected in the table. The drill-down arrows are highlighted below:

All the extracted capital projects & associated details can be found in this table. Each row corresponds to an individual project.

Capital Projects Table Download

Select the three-dot icon in the download button found at the top right of the dashboard. Next, select the export option provided in the dropdown to extract the capital projects data in CSV format.

Project Count Viewer Map

Provides a visual breakdown of the number of projects across different states and provinces. Darker shades of blue indicate greater quantities of projects. The chart is interactive and States can be quickly selected and unselected when clicked.
